Yes, pending the fact that it is sealed properly. Unsealed concrete allows moisture to enter it's porous surface which is a breeding ground for allergens. Sealed concrete, on the other hand, is water resistant and can resist mites, dust, and mold. Make sure you choose a low VOC sealant.
