Yes, pending the fact that it is sealed properly.  Unsealed concrete allows moisture to enter it's porous surface which is a breeding ground for allergens.  Sealed concrete, on the other hand, is water resistant and can resist mites, dust, and mold.  Make sure you choose a low VOC sealant.

I tore the carpet up from my basement, which is where my bedroom is and stained the concrete and my allergies have improved greatly just from ridding my home of the carpet.

I also agree with MrsKosha's answer.  Concrete, when properly sealed is a great choice.
