Why is a chalky powder appearing on the surface on my concrete garage floor?

It is probably a result of efflorescence, Find a cleaner that is made to remove this and is safe for concrete such as Efflorescence Remover.

Thanks for the advice. I had a pro look at it, and you were right, it was efflorescence.
