Can I use a moisture barrier with sheet vinyl? If so how does that work? Do I glue the barrier to the floor then the vinyl to that?

It's not common practice,  vinyl is fairly moisture resistant.  You may use an underlayment though.  check out this installation guide for more help www.findanyfloor.com/pub/pdf/Insta...
