My foam from my rug pad stuck to my concrete floor. How do I safely remove it and what kind of rug pad should I use?

It most likely stuck where the padding was spot glued. Just using a good sharp floor scraper that has a razor blade edge. Use the best padding you can get, it will help your carpet last longer and feel a lot more comfortable to walk on.
